This study investigates the implementation of village development planning based on Village Regulation Number 2 of 2023 concerning the 2024 Village Government Work Plan in Tulusbesar Village, Tumpang Sub-district, Malang Regency, Indonesia. Utilising a qualitative descriptive method, the study applies George C. Edwards III’s policy implementation theory, focusing on four variables: communication, resources, disposition of implementers, and bureaucratic structure. Findings reveal that while village development planning aligns with policy directives, it faces challenges such as limited human resources, inadequate community participation, rigid bureaucratic procedures, and insufficient socialization efforts. Nonetheless, the strong spirit of gotong royong (cooperation), support from village institutions, and willingness of implementers to learn are key enabling factors. The study concludes that more effective village planning requires improved coordination, strengthened communication channels, ongoing capacity-building, and a data-driven, participatory approach. Recommendations include simplifying administrative processes, digitalisation, and enhancing the inclusivity and transparency of development planning at the village level.
